Dan
Davitt is a Director at M&K Rosenfarb LLC concentrating
on forensic services and commercial litigation matters.
He has over 30 years experience in the accounting
industry, including 19 years as an auditor in public
accounting (the last six years as an audit partner),10
years as a CFO in various industries and the last few
years as a Director specializing in forensic accounting.
Journey with Dan as he describes his experiences dealing
with fraud from three distinct accounting disciplines;
public accounting, private accounting and forensic
accounting. Hear from him his involvement with the
frauds, how they were uncovered, what steps were taken
after discovery and what were the ultimate resolutions.
Understand who was involved in the process, what
communications occurred and what were the final
ramifications. A telling look at fraud through multiple
lenses and a troublesome feeling that no one is safe!
Elisa
Velazquez, General Counsel to the Mayor’s Office of
Contracts Services
She provides legal advice and analysis to the City
Chief Procurement Officer, agencies and staff on a
broad range of procurement related issues and
general office operations. In addition to the
Counsel Unit, Elisa also supervises the VENDEX Unit,
the Vendor Responsibility and Compliance Unit and
the Capacity Building and Oversight Unit. Elisa is
also the City’s appointee on the New York State
Advisory Council for Procurement Lobbying. Prior to
her current position, Elisa was the Legislative
Counsel to the New York State Trial Lawyers
Association, Deputy Counsel to Public Advocate Mark
Green and Assistant Counsel to Manhattan Borough
President Ruth Messinger. Elisa also ran a domestic
violence program based in Brooklyn Criminal Court.
She received her JD from New York Law School in
1992.
Jenny
Walty, Assistant Director for Capacity Building and
Oversight
She manages the development of the MOCS Capacity
Building and Oversight unit under Director Marla
Simpson. She joined the staff of MOCS in 2005, in
the Vendor Responsibility and Compliance Unit, to
conduct Integrity Reviews and manage Vendor
Rehabilitations. She also developed and taught a
compliance training curriculum. Her previous
experience includes four years as the Executive
Coordinator and board liaison at Art in General—a
nonprofit arts center. She received her Bachelors
degree from New York University in 1999, and is
pursuing a Masters Degree in the Department of Urban
Affairs and Urban Planning at Hunter College .
The Capacity
Building and Oversight (CBO) unit, a new
program at MOCS, provides technical assistance
resources to not-for-profit vendors and the City’s
human services agencies. CBO helps vendors identify
needs and implement appropriate corporate governance
and fiscal controls. CBO works with expert technical
assistance partners to expand the availability of
technical assistance to support the City’s
not-for-profit partners and service providers.

Ms. Velazquez and Ms. Walty will
discuss the newly formed Capacity Building and Oversight unit of the
Mayor's Office of Contract Service, its genesis and current
functionality as a preventative measure against potential non-for-profit
vendor incompliance, the relevant oversight function it provides, and
the integrity it seeks to implement and perpetuate within the eclectic
network of New York City's non-for-profit partners and service
providers.
